Housing Starts measures the change in the number of new constructions underway. The construction industry is one of the first to go into a recession when the economy declines but also to recover as conditions improve. A reading that is stronger than forecast is generally supportive (bullish) for the USD, while a weaker than forecast reading is generally negative (bearish) for the USD.
